Combatting Academic Decline in Ho Municipality: Stakeholder Collaboration for Educational Revitalization

 

Over the past five years (2019-2023), the academic performance of students in the Ho Municipality of the Volta region, as indicated by the Basic Education Certificate Examination (BECE) results, has shown a troubling downward trend. In 2019, the municipality recorded a pass rate of 69%, which decreased to 68% in 2020, further dropping to 61% in 2021, 59% in 2022, and finally to 54% in 2023. These figures highlight a consistent decrease in overall performance.

In addition to the declining pass rates, there has been a notable struggle in achieving high scores. For instance, in 2019, only 6 out of 2,938 students obtained an aggregate 6 in the BECE. This figure increased slightly in 2020 to 8 out of 2,967 students. However, in 2021, only 1 student out of 3,271 achieved an aggregate 6, and there were no students achieving this score out of 3,070 in 2022. The situation improved slightly in 2023, with 3 students out of 3,549 achieving aggregate 6 scores.

Recognizing the seriousness of this decline, the Ho Municipal Directorate of Education organized a landmark stakeholder consultation in Ho, Volta region. This forum brought together a diverse group of stakeholders, including teachers, parents, local government officials, and community leaders. The primary objective was to collaboratively strategize on reversing the negative trend in academic performance.

Dr. Esther Adzo Yeboah-Adzimah, the Ho Municipal Director of Education, emphasized the urgent need for concerted efforts to improve educational outcomes. She highlighted the importance of enhancing student performance, ensuring access to quality education, and preparing students effectively for the challenges of the 21st century.

Mr. Divine Bosson, the Ho Municipal Chief Executive, expressed concern that the declining performance does not reflect the potential of the students or the dedication of educators in the municipality. He called for proactive steps and commitment from all stakeholders to address the underlying issues.

Mr. Francis Agbemadi, the Regional Director of Education, underscored the critical need for collaborative efforts to not only improve academic outcomes in the Ho Municipality but across the entire Volta region. He emphasized the importance of diagnosing the root causes of the educational decline and implementing targeted interventions.

Dr. Archibald Letsa, the Volta Regional Minister, echoed these sentiments, stressing that the future of the region depends on the quality of education provided to its future leaders. He urged stakeholders to partner with the government in investing in education to reverse the current trend.

During the consultation, participants discussed various potential interventions, including enhancing teacher training and support, improving school infrastructure, increasing parental involvement, and implementing effective educational policies. The outcomes of these discussions will be compiled into a comprehensive action plan by the Ho Municipal Directorate of Education aimed at improving educational outcomes and restoring the municipality's reputation as a center of educational excellence.
